CONSTITUTION OF THE SRI LANKA EX AIR FORCE
ASSOCIATION
1. NAME
The Association shall be called and
known as the Sri Lanka Ex Air Force
Association
2. OBJECTIVEThe
objects of the Sri Lanka Ex Air Force Association hereinafter referred
to as “The Association” shall be:
a) To
foster a esprit of comradeship and esprit-de-corps among its
members
b) To assist
in the rehabilitation or re-employment of its
members
c)
To promote and assist in the establishment of provincial air force
clubs, Associations, Co-operatives industries, farms and other
organisations confined to a particular branch or trade for the welfare
of its members. All such organisations shall, prior to functioning
frame their rules and regulations and obtain approval of the Board of
Management for such rules and regulations. On acceptance of these rules
and regulations by the board of Management such organisations may apply
for affiliation to Sri Lanka Ex Air Force Association. However, such
affiliated organisations shall not seek affiliation to Sri
Lanka Ex serviceman’s Association without prior approval from the Board
of Management or communicate directly with the Sri Lanka Air
Force.
Rules pertaining to the Affiliated Associations is
incorporated in the Sri Lanka Ex-Air Force Association Constitution as
' SCHEDULE 01'.
d) to
create and maintain a benevolent fund
e) to grant financial
and other assistance to its members and their immediate dependents who,
in the opinion of the board of Management are in need of such
assistance.
f)
to affiliate with the Sri Lanka Ex Servicemen’s’ Association and to
promote cordial relations with other Organizations that have similar
objects.
g) to promote
and safeguard the interest of its members, to create the infrastructure
that could effectively implement these
objectives.
3. GENERAL
POLICYa) The Association is formed so
that those who are no longer serving can help to maintain the
traditions of the past and keep in touch with their
comrades.
b)
The Association is non-sectarian and non-political in the strictest
sense. In no circumstances shall it, as a body, take sides in
any political or industrial dispute but it may if the need arise make
representations to the government or any other body on any matters
regarding the welfare of members of the Sri Lanka Ex-air Force
Association generally. In all other matters individual
members are free, as far as they themselves, are concerned, to act as
their conscience may dictate. Apart from this, it is in
accordance with the spirit of the Association, that its members should
irrespective of politics at all times do their utmost to uphold and
protect the Government in power, in respect of any call made on them
with the object of maintaining the good order and general welfare of
the community at large.
c) The Association
will extend such help as is possible to all members when in necessitous
circumstances, Benevolent grants and loans, may, however, be made to
those members or their
families.
4.
MEMBERSHIP a. Eligibility.
“Members of the Sri Lanka Air Force who
have completed a minimum of five years regular service and have left
the Air Force and Volunteer Members with a minimum of five years
unbroken mobilized Volunteer Service and have left the Air Force shall
be eligible for Membership in the
Association.
Officer's who have been
relieved of their Commission, Airman and Air women who have been
dismissed from the service will not be eligible for Membership in the
Association.”
b.
Application
i.
Admission for membership shall be on application made to the board of
management.
ii.
An application may be rejected by the Board of Management, but any
person aggrieved by such decision may appeal to the Association for
reconsideration of his/her
application.
iii.
An application submitted on appeal to the Association for
re-consideration shall be accepted if it is passed by the majority of
votes of members present in voting at a meeting of the Association, at
which the appeal is taken up for
decision.
c.
Types of members - Persons may be admitted
as,
i. Member
or Overseas
Member
ii.
Honorary member,
or
iii. Honorary Life
Member
d.
A person whose application for membership is accepted, may on payment
of a fee Rs.1000/= be admitted as a
Member
e.
Membership Cards
Every member on admission
shall be issued with a Membership card which shall entitle him or her
to participate in the affairs of the Association. Members are
entitled to the Membership Card with the member’s photograph on payment
of the cost of
same.
f.
The Board of Management may at any time suspend from membership any
member by a simple majority vote if it is of the opinion that such
member should be removed from the membership of the
Association. Such decision shall be conveyed to the member in
writing within seven days of suspension. The Member may
appeal to the Board of Management against such decision within one
month of the decision been conveyed to him/her and the Board of
Management shall then refer such appeal to the disciplinary committee
set for that purpose for due inquiry. Disciplinary committee shall
convey its recommendations within a month to the Board of Management
and the Board of Management shall take appropriate action as
recommended and inform the member.
The
Disciplinary Committee consisting of not less than three members
and not more than five members shall be elected by the
members present at the AGM of the Association from among members who
have been in the Association for ten years or more and one of them will
be appointed the Chairman. The Members of the Board of
Management will not be eligible to be appointed to the Disciplinary
Committee. In the event of a member leaving the Association
he will cease to be a member of the Disciplinary Committee.
The Disciplinary committee may summon any witness or call for any
record or document as may be required for the
inquiry.
g.
Honorary Membership
The Board of
Management may admit any member of a commonwealth Air Force (both
serving and non serving members) as an Honorary Member of the
Association. An Honorary Member shall not be eligible to vote
or hold
office.
h.
Honorary life membership
The Board of Management will
consider and recommend to the General Body, any suitable member of the
Sri Lanka Ex-Air Force Association, who in its opinion, has rendered
outstanding service to the Association for Honorary Membership and he/
she shall enjoy all rights and privileges of a Life
member.
5.
MANAGEMENT a.
Patron and Vice patron: the Patron of the Association shall be the
Commander of the Air Force and the Vice Patron shall be the Chief of
Staff/ Director of
Operations.
b.
Board of Management
The affairs of the
Association shall be managed by the board of Management consisting
of:
i. The
President
ii.
Immediate Past President
iii.
Two (2) Vice Presidents- who shall be designated as the 1st Vice
President and the 2nd Vice
President.
iv. The
Secretary
v. An Asst
Secretary
vi. The
Treasurer
vii. An Assistant
Treasurer
viii. Seven Committee Members who shall be
designated as 1st, 2nd ,3rd, 4th , 5th, 6th and 7th
.”
ix. A representative of the
Sri Lanka Air Force nominated by the Commander of the Air
Force.
x. Coordinator
to be appointed by the Board of Management from among the past
presidents of the Association for a period not exceeding three years.
c.
Tenure of Office of Office Bearers
:
Unless on vacation of office, by death,
removed from membership or resignation , the President, the Secretary
and the Treasurer shall hold office for a period of not more than three
years from the date of assumption of office” However, all other office
bearers of the Board of Management may continuously be re-elected to
hold any office they previously
held.
d.
Resignation:
Any member of the board of
Management may resign by a letter addressed to the
President.
e.
Time Limit:
Any member of the Board of
Management who vacate office by affliction of time shall be eligible
for re-election or re-nomination as the case may
be
f.
Election:
i. Subject
to paragraph (g) below, all members of the Board of Management, except
the representative of the Sri Lanka Air Force and the Coordinator
appointed by the board of Management shall be be elected at the General
meeting of the Association. President and all other office Bearers to
be elected by show of
hands.
ii. The
representative of the Sri Lanka Air Force To the Board of Management
shall not have voting
rights.
iii. The Board of
Management may carry on with it’s normal business not with standing any
vacancy among its
members.
g.
Establishment
i. A member of the board of
Management shall be deemed to have vacated office if he fails to be
present for three consecutive meetings of the Board of Management
without prior
permission.
ii.
Any vacancy created by the vacation of office of any member of the
Board of Management shall be filled by the board of Management and such
member shall hold office until the next annual General
Meeting.
iii Any
members of this association shall not accept office in the Sri lanka
Ex-Servicmens Association with out prior approval of the Board of
Management of the Sri Lanka Ex-Air Force Association. Any member who
violates this rule will be removed from membership of the Sri Lanka
Ex-Air Force
Association.
h.
Meetings of the Board of
Management:
i. The Board of Management
shall meet as an when necessary, but shall meet at least once every two
months.
ii. The Board
of Management has authority to appoint sub- Committees as and when
necessary for the furtherance of the objectives of the Association and
shall have the power to co- opt any member to such sub
committees.
iii. The quorum for any
meeting of the Board of Management shall be
five(5)
iv. The Board of Management may
regulate its own procedure in regard to its meetings and the
transaction of business at the
meetings.
6. MEETINGS
OF THE ASSOCIATION a. The
annual General Meeting of the Association shall be held before the 31st
day of August each
year.
b.
At least two weeks notice of the Annual General Meeting shall be given
by notice published in any newspaper decided by the Board of
Management.
c.
The report of the Board of Management and audited accounts for the
current year shall be submitted for adoption a such Annual General
Meetings.
d.
Forty (40) Members shall constitute the quorum for the Annual General
Meeting
e.
The Board of Management may summon a special general Meeting at any
time, to deal with urgent matters. The Board of Management shall also
be bound to summon a Special General meeting within a month of
receiving a written request from at lease forty (40) members of the
Association and such request shall specify matters to be brought before
the Special General Meeting. However, no other business than that
specified in the notice summoning a Special General Meeting shall be
raised at such a meeting. At least two weeks notice of the Special
General meeting shall be given by a notice published in any newspaper
decided by the Board of Management.
The quorum at special General Meting shall be forty

7.
FINANCE Bank Account:
a.
A Bank Account shall be opened in the name of the Association and all
Money received shall be paid into this
account.
b. The
Treasure or the Assistant Treasure shall maintain separate accounts
for:
1.
The Benevolent Fund
2.
The General
fund
c. No
payment out of the funds of the Association shall be made, unless it is
approved by the board of Management and all cheques shall be signed by
any two of the members of the board of Management including the
President and one of the
members.
d.
Accounts of the Association shall be audited by the Auditors appointed
at the Annual General
Meeting.
8. AMENDMENT OF THE
CONSTITUTION a.
Notice of any motion to amend the constitution shall be given in
writing to the Secretary at least 21 days before the Annual General
Meeting. The Secretary shall give notice of such a motion to the
members of the Association at least 7 days before the Annual General
Meeting.
b.
All amendments to the Constitution shall be passed at a
Annual General meeting by a majority of not less than 2/3 of those
present at the Annual General
Meeting.
c.
Any matter not provided for by the Constitution shall be decided by the
Board of Management, Whose decision in all such matters shall be
final.
9. REPRESENTATION AT
THE GENERAL COUNCIL AND EXECUTIVE COMMITTEE OF THE SRI LANKA EX
SERVICEMEN’S
ASSOCIATION Twenty five
members to represent the Association in the General council and the
Executive Committee of the Sri Lanka Ex Servicemen’s
Association.
